I recently tried a gameplay that I have never played before: coc
My elemental damage sources are:

1. Ice spear, and I connected Cold to Fire Support , so I will have considerable fire damage.
2. Ice spear, frost pulse is the main source of my frost damage, so I can also cause a lot of frost damage
3. In the talent tree, I have taken a lot of talent points related to magic, so that when I use Arcane Cloak, I can also have considerable lightning damage.

Now the problem is that because I wear The Interrogation, when I have lightning, fire, and frost damage at the same time, I can’t confirm how many levels of Secrets of Suffering I can get.

I don't understand what you mean with "levels" of Secret of Suffering, but I guess it's just a translation issue.

Here is how it works:

Usually, your character can deal elemental ailments like Ignition, Chill and Freeze and Shock. When using Secrets of Suffering, your character and its proxies (trap, mines, mirage archers and totems) lose the ability to deal those elemental ailment with their hits. Instead, they get the chance to inflict other elemental ailments - Scorch, Brittle and Sap - only when dealing critical hits. All of those 3 ailments have an effect that scales (to a certain hard cap) depending respectively (usually) on the fire, cold and lightning damage their skill deals.

In order to get all 3 of those ailments at the same time, best you should do is use a skill that deals all 3 kind of elemental damages together. By linking your Ice Spear to a Cold to Fire, and topping it with Arcane Cloak, you are already doing the right thing.

Now, the more the merrier. The higher damage you deal, the stronger will be the effect of your ailments. This mean you should focus about increasing your raw damage by:

> getting as much Spell Damage and Elemental Damage as possible, either from tree or equip
> Getting as much Mana you can, in order to boost Lightning Damage bonus from Arcane Cloak

After that, you should find a way to lower elemental resistances from your enemy. Scorch will already do that for you, but you can sqeeze some extra damage by using Exposures or just some resistance-lowering curse. Elemental Weakness would be perfect since you deal all 3 damages at the same time. If you are an Inquisitor, you may specialize in ignoring Elemental Resistances of your enemy in order to streamline your damage output and care not about cursing them (mostly useful against bosses which have a natural 80% Less Effect of Curses on them)

Last but not least, you can resort on bonus that increase the effect of your "non-damaging ailments", "elemental ailments" or "fire/cold/lightning elemental ailments" either from tree, equip or support (for example, Efficacy and Unbound Ailments). This will allow you to further boost your ailments effect even against high-life bosses (against which your ailments will be much less effective), and get better results even from occasional weak rolls on spell damage from your Ice Spear

and now I can set some numbers to control the degree of effect I can get from the Secret of Suffering.
When I set a larger data, I will be able to fully get the effect from Secret of Suffering

2.And about the Secret of Suffering:

Scorch>Maximum penetration Elemental resistance of 30%
Brittle>Maximum Crit rate of 15%
Sap>Maximum additional damage reduction of 20%

For example，If the value of my lightning damage is x, the value of fire damage is y, and the value of frost damage is z, I can get the most benefit from the Secrets of Suffering right now (30%, 15%, 20%)
